REGULAR MEETING                                                                                                           AUG. 20, 2007
TOWN OFFICE BUILDING                                                                                                  6:30 P. M.

First Selectman Eldredge called the meeting to order at 6:30 P.M. with the following in attendance:  Selectmen Patton & Lewis, L. Nicholls, J. DeSellier and residents.  First Selectman Eldredge led the Pledge of Allegiance.

APPROVAL OF MINUTES
SELECTMAN PATTON MOVED TO APPROVE THE MINUTES OF 8/6/07.  
Selectman Lewis seconded the motion.
VOTE:  2 YES (PATTON& LEWIS)    1 ABSTAIN (ELDREDGE)    0  NO

SELECTMAN LEWIS MOVED TO APPROVE THE MINUTES OF 8/9/07.  
Selectman Patton seconded the motion.

PRESENT TO SPEAK – Lenard Engineering
James DeSellier, of Lenard Engineering, Inc. was present to discuss the Water Main for Hall School.  James had charts for the Board to look at and explained each page.  Discussion on culverts, fire hydrants, pipes and private hook up followed.  Anyone wanting to have their house hooked up to this would have to pay for that themselves.  The cost of 5 fire hydrants will be $8,700 per year and the Town would have to pay that.  Selectman Patton asked if a test drill for a new well at the back of the school could be done?  Now that we realize this has grown beyond what we thought, is there an alternative? Discussion followed on this and the total cost of this project (over ½ million plus the hydrant cost, with a 66% reimbursement) vs. the cost of putting in a new well that is not near the oil tank (cost unknown yet). First Selectman Eldredge said the total cost of the project is $400,000, the Town’s portion is $100,000.  The estimated hook up is $95,000, the Town’s portion is $30,000.  The bottom line is the Town’s cost is $130,000 for the project plus it would provide fire protection to the school, which does not exist now, along with the whole village.  DPH recommends public water in the school; it will eliminate treatment, storage, wells and testing.  Discussion followed on whether the project is a wage scale rate.  First Selectman Eldredge will check with Larry Wagner on this.

A list of correspondence was available at the meeting and in the Selectman’s office.

PUBLIC WORKS
Lynn commented they have finished pouring concrete on Tinkerville Road; everything is going good, in about a week and a half they will start back filling.  The crew is shimming on the chip sealing roads.  Discussion followed about Cowles road.  Lynn commented they are working on 30” and over culverts and vacuuming catch basins, she is very impressed with the vacuuming.  First Selectman Eldredge asked for a copy of the chip sealing roads.  Selectman Patton asked about the time and material contracts.  Lynn commented she is meeting with Karl tomorrow; they are getting 4 ready to go.  Lynn’s e-mail address has changed, it is publicworks.will@gmail.com.

AWARD SNOW PLOW BIDS
First Selectman Eldredge commented we received 3 bids, all for $90/hr. he recommends that we go with the people we had last year.  Lynn commented the other contractor helped us out in emergencies.
FIRST SELECTMAN ELDREDGE MOVED TO AWARD THE SNOW PLOWING CONTRACTS TO HIPSKY CONSTRUCTION AND SADOW EXCAVATION, BASED ON THEIR EXCELLENT PERFORMANCE LAST YEAR, FOR $90.00 PER HOUR AS PER THEIR BIDS.
Selectman Lewis seconded the motion.

TAX REFUNDS
FIRST SELECTMAN ELDREDGE MOVED TO APPROVE A TAX REFUND OF $37.51 TO ROBERTA BEDROSSIAN.
Selectman Patton seconded the motion.

FIRST SELECTMAN ELDREDGE MOVED TO APPROVE A TAX REFUND OF $28.26 TO MARGARET COLVIN.
Selectman Lewis seconded the motion.

FIRST SELECTMAN ELDREDGE MOVED TO APPROVE A TAX REFUND OF $48.08 TO JACQUELINE DUQUETTE.

RESOLUTION RECOGNIZING SEPTEMBER AS LEUKEMIA, LYMPHOMA & MYELOMA AWARENESS MONTH
FIRST SELECTMAN ELDREDGE MOVED TO ADOPT THE FOLLOWING RESOLUTION.
Selectman Lewis seconded the motion.

WHEREAS, BLOOD CANCERS CURRENTLY AFFLICT MORE THAN 823,000 AMERICAN WITH AN ESTIMATED 135,520 NEW CASES DIAGNOSED EACH YEAR, AND
WHEREAS, LEUKEMIA, LYMPHOMA AND MYELOMA WILL KILL AN ESTIMATED 52,310 PEOPLE IN THE UNITED STATES THIS YEAR, AND
WHEREAS, THE LEUKEMIA & LYMPHOMA SOCIETY, THROUGH VOLUNTARY CONTRIBUTIONS IS DEDICATED TO FINDING CURES FOR THESE DISEASES THROUGH RESEARCH EFFORTS AND THE SUPPORT FOR THOSE THAT SUFFER FROM THEM, AND
WHEREAS, THE LEUKEMIA & LYMPHOMA SOCIETY MAINTAINS TWO OFFICES IN THE STATE OF CONNECTICUT TO SUPPORT PATIENTS WITH THESE DISEASES AND THEIR FAMILY MEMBERS, AND
WHEREAS, THE TOWN OF WILLINGTON IS SIMILARLY COMMITTED TO THE ERADICATION OF THESE DISEASES AND SUPPORTS THE TREATMENT OF ITS CITIZENS THAT SUFFER FROM THEM, AND
WHEREAS THE TOWN OF WILLINGTON ENCOURAGES PRIVATE EFFORTS TO ENHANCE RESEARCH FUNDING ND EDUCATION PROGRAMS THAT ADDRESS THESE DISEASES,
NOW THEREFORE BE IT RESOLVED, THAT THE TOWN OF WILLINGTON JOINS WITH THE LEUKEMIA & LYMPHOMA SOCIETY IN DESIGNATION THE MONTH OF SEPTEMBER 2007 AS LEUKEMIA, LYMPHOMA & MYELOMA AWARENESS MONTH TO ENHANCE THE UNDERSTANDING OF BLOOD RELATED CANCERS AND TO ENCOURAGE PARTICIPATION IN VOLUNTARY ACTIVITIES TO SUPPORT EDUCATION PROGRAMS AND THE FUNDING OF RESEARCH PROGRAMS TO FIND A CURE FOR THEM.

Selectman Lewis commented he understands that Bill Chapman is home from Iraq, as a Town we should thank him.  Danny Postemski is back in the states but not home yet.  A letter will be sent to them from the Board.
